Department of Public Works and Highways Secretary Vince Dizon has officially removed two regional executives from their positions in Pampanga. This administrative action follows the tragic death of 25-year-old Reiner Novero, who perished after falling into an open drainage canal along the Fil-Am Friendship Highway in Angeles City. The incident occurred on August 28 during severe weather conditions, with surveillance footage capturing the victim being swept away by intense floodwaters. Bystanders attempted to intervene, but the strength of the current prevented a successful rescue. The officials, identified as Aser S. Mallari and Augustin R. Dagsaan Jr., were dismissed due to their alleged failure to maintain necessary safety protocols at the site. The victim's remains were located approximately one hour after the accident took place.
