Castro clarified that this appeal is a request for cooperation rather than a formal directive or prohibition against assembly. She suggested that citizens consider expressing their grievances on different dates to ensure a welcoming atmosphere for the summit's guests. The government maintains that while dissent is a protected right, the conduct of the public during such high-profile events reflects on the character of the nation as a whole.
