A recent investigation by Oil Change International and the Center for Research on Multinational Corporations has uncovered that Heritage Petroleum FZCO, an Emirati trading firm established in Dubai in December 2023, has been a significant supplier of crude oil to Israel. The report, published on September 3, details how this company, sometimes in conjunction with Swiss giant Vitol, exported approximately 22 million barrels of crude to Israeli territories between October 2023 and June 2026. This volume constitutes about eleven percent of Israel's total crude imports during a period marked by intense military actions in Gaza. Heritage Petroleum alone has reportedly chartered 8.3 million barrels across ten major shipments, becoming Israel's second-largest named crude oil charterer. The firm allegedly circumvents regional trade restrictions, including a claimed Turkish ban, by utilizing Turkish ports such as Ceyhan and implementing ownership transfers during transit. The oil refined at facilities like Ashdod and Haifa is said to power Israeli military operations, raising questions about potential complicity under international law for entities involved in this supply chain.
