The framework, which is designed to persist until 2047, is intended to preserve Hong Kong's unique economic and legal identity while coordinating with broader national development objectives. By clarifying these points, the administration aims to mitigate concerns about potential shifts in the city's governance model as it integrates more closely with mainland China's long-term planning goals.
