Urban planning specialists and technical experts have voiced significant apprehension regarding the stalled implementation of the Faisalabad Master Plan 2021-41. Although the Faisalabad Development Authority board initially sanctioned the framework in late 2022, the Lahore High Court subsequently invalidated the document. The judicial decision stemmed from the absence of a mandatory Environmental Impact Assessment prior to the plan's completion. Industry observers emphasize that this ongoing regulatory uncertainty hinders long-term infrastructure and economic growth for the region. Previously, housing developments operated under the 2015 Peri-Urban Structure Plan, which encompassed a smaller geographic scope than the proposed 2021-41 initiative. The failure to finalize the new master plan leaves the city's future development framework in a state of suspension, complicating the oversight of private housing projects and broader urban expansion efforts.
