The Indian government has criticized opposition leader Rahul Gandhi for opposing new UPI transaction fees, noting that Congress members on a parliamentary standing committee previously supported the measure. Starting October 15, a 0.4% fee applies to person-to-merchant UPI transactions exceeding ₹2,000, capped at ₹300. Officials highlighted that five Congress MPs, including P. Chidambaram and Manish Tewari, were present when the committee report advocating for a tiered Merchant Discount Rate was adopted without dissent. The government argues this framework is essential to create a sustainable revenue model for the underfunded UPI ecosystem, covering costs for security and infrastructure. While Gandhi has demanded a rollback, alleging the move benefits foreign interests, the parliamentary committee emphasized that the current reliance on government subsidies is insufficient to meet the industry's operational requirements. Small transactions remain exempt to maintain accessibility for the public.
