Ho Chi Minh City's Department of Education and Training is drafting new criteria for a specialized category of public schools. These institutions aim to exceed standard educational benchmarks by requiring higher teacher qualifications, including advanced degrees and English proficiency levels that surpass current university graduation requirements. For instance, secondary and high school students would be expected to achieve B1 and B2 English levels respectively. The proposed model mandates smaller class sizes, modern facilities, and comprehensive curricula covering STEM, digital literacy, and swimming proficiency. Teachers will face rigorous hiring standards, with a significant percentage expected to hold master's or doctoral degrees and demonstrate fluency in English. This initiative responds to increasing parental demand for advanced educational services and international integration. While the city already operates over 80 schools under an integrated model, this new framework seeks to formalize quality assurance for a higher tier of public education.
