Hong Kong Secretary for Security Chris Tang has characterized the concept of "soft resistance" as the most dangerous threat to the city's national security. During a recent radio interview, Tang explained that the danger of this phenomenon stems from its deceptive nature, as individuals may not immediately recognize it as harmful. This classification is part of a broader government framework that outlines four major security risks, which also include foreign interference, domestic terrorism, and the promotion of separatist ideologies by fugitives. Tang emphasized that soft resistance is particularly malicious because it can appear benign or well-intentioned to the public. These remarks coincide with the government's ongoing efforts to implement Article 23, a local security law intended to address these perceived vulnerabilities within the territory.
