The National Council on Disability Affairs (NCDA) in the Philippines has issued a formal advisory reminding the public that ridiculing or humiliating individuals with disabilities is a punishable offense. This warning follows an increase in offensive comments regarding disabled persons across digital platforms and broadcast media. Authorities emphasized that the legal rights of these individuals include protection from verbal and non-verbal discrimination, as outlined in the Magna Carta for Persons with Disability, specifically Republic Act 7277 and its amendment, Republic Act 9442. Violators of these provisions face potential financial penalties and jail time. The council stressed that these protections are fundamental rights that go beyond the standard discounts and privileges typically associated with disability legislation, aiming to ensure dignity and respect for all citizens regardless of their physical or mental condition.
