To finance this expansion, legislators suggest realigning unused funds from other agencies that handle infrastructure projects, such as the Department of Transportation and the National Irrigation Authority. Lawmakers emphasized that these adjustments would not impact essential social services like education or healthcare. Meanwhile, opposition members have raised concerns regarding the removal of funding for key transport initiatives, including the EDSA Busway and fuel subsidy programs. They warned that neglecting these sectors could negatively affect millions of commuters and public transport workers who rely on these services for their daily livelihoods.
