A 65-year-old Singaporean resident, Leng Kheng Chiang, received a S$7,000 fine for managing an illegal massage business at Orchard Towers. Operating under the name Fragrance Beauty since early 2022, the establishment failed to secure the necessary licensing required for its services. Although the venue was initially permitted to function as an exempted facility, it violated regulatory conditions by failing to conduct massage sessions in plain public view. During a police operation conducted on July 7, 2022, authorities discovered that the proprietor's spouse, Wang Aimei, was providing sexual services to clients on the premises. The legal proceedings highlighted the breach of operational standards at the mall prior to its recent renovation efforts.
