New Bilibid Prison Superintendent Gary Garcia has formally refuted claims that incarcerated individuals were forced to pay for water during ongoing repairs to the facility's pumping infrastructure. Addressing reports of unauthorized charges, Garcia clarified that the Bureau of Corrections is actively procuring supplemental water from Maynilad Water Services Inc. and utilizing fire trucks to maintain consistent distribution. Following a direct discussion with the prison population, the superintendent confirmed that all water provided through these emergency measures is fully funded by the agency and provided to inmates at no cost. These efforts to ensure a stable supply were implemented during the maintenance period spanning from October 29 to November 1.
