The Hong Kong Bar Association has introduced a comprehensive report containing approximately 50 legislative recommendations in response to the fatal fire at Wang Fuk Court in Tai Po. A specialized task force suggests amending six existing ordinances to address critical issues such as bid-rigging, tender transparency, and project safety standards. Key proposals include the implementation of a two-envelope tendering system and the creation of a blacklist to prevent colluding entities from securing future contracts. The association advocates for criminalizing bid-rigging practices to ensure greater accountability within the construction and maintenance sectors. This 140-page document follows the release of an independent investigation into the blaze, aiming to overhaul current regulatory frameworks to prevent similar tragedies and improve safety oversight for public and private projects across the territory.
