Authorities in Hong Kong have taken a man into custody following reports of a deceptive fundraising operation during a sanctioned flag day event. The suspect allegedly recruited at least 14 individuals to pose as volunteers for the Hong Kong Saving Cat and Dog Association. These participants were observed using counterfeit donation bags to solicit funds from the public while operating alongside legitimate charity workers. The illicit activity was discovered during a Saturday fundraising drive authorized by the Social Welfare Department, which involved approximately 800 registered volunteers. Law enforcement officials intervened after noticing the unauthorized collectors mixing with the official group to misappropriate donations intended for animal welfare. Investigations into the extent of the scam and the activities of those recruited are currently ongoing.
