During the second Resilient Taiwan for Sustainable Democracy International Forum, global experts emphasized that Taiwan must study Ukraine's wartime experiences to bolster its own societal preparedness. Retired Rear Admiral Mark Montgomery highlighted the rapid evolution of adaptive warfare, noting that Russia and Ukraine are constantly developing new tactics and technologies. He warned that Taiwan needs to integrate these battlefield lessons to remain competitive. Additionally, Clara Kaluderovic of Mental Health Global stressed the importance of mass emergency training for civilians to manage panic during crises, citing transparency and preparedness as vital components of resilience. Vice President Hsiao Bi-khim concluded the event by reaffirming Taiwan's commitment to strengthening defense capabilities to deter conflict, noting that the government is actively learning from international partners to address the fast-paced nature of modern security threats.
