Deputy Yekaterina Smyshlyayeva has formally requested that the Ministry of Industry and Construction evaluate the current regulatory framework governing Associations of Property Owners (OSI). During a plenary session of the Kurultai on September 10, the deputy highlighted a significant disconnect between the legal obligations assigned to OSI chairpersons and the actual authority they possess. While these individuals are held accountable for critical building functions, including engineering systems, fire safety protocols, and general maintenance, they often lack the decision-making power necessary to fulfill these duties effectively. Smyshlyayeva argued that the current system creates systemic management challenges, as many essential operational choices remain dependent on resident consensus rather than the chairperson's direct oversight. The proposed review aims to address these structural inconsistencies to improve the management and safety of residential apartment buildings across the country.
