During a presentation at the Kurultai regarding the 2027–2029 draft budget, Kazakhstan's Vice Minister of Finance, Abzal Beisenbekuly, revealed plans to prioritize human capital investment. For the year 2027, the government intends to dedicate 10.5 trillion tenge to this sector, representing 35 percent of the total national budget. These funds are designated for critical social areas, including education, healthcare, and comprehensive social protection programs. According to the ministry, the primary objective of this financial strategy is to improve the quality of life and development opportunities for citizens. The allocation reflects a strategic shift toward strengthening social infrastructure as a central component of the country's upcoming fiscal planning.
