Mindy Romero, who leads the Center for Inclusive Democracy at the University of Southern California, recently identified Beijing's 12345 public service hotline as a significant framework for improving city management. During her attendance at the 2026 Beijing Forum on Swift Response to Public Complaints, Romero noted that the system serves as an effective tool for integrating citizen feedback into municipal operations. She explained that such inclusive mechanisms allow local authorities to gain a clearer understanding of community requirements. By facilitating direct communication, the hotline helps ensure that public concerns are addressed promptly, which in turn fosters a greater sense of civic engagement and connection between the government and the population it serves.
