The Council of Europe’s Committee for the Prevention of Torture (CPT) has released findings from inspections conducted in Turkey between 2018 and 2022. The reports, published at the request of the Turkish government, highlight the urgent need for comprehensive mental health legislation to regulate involuntary hospitalization, patient consent, and the use of physical restraints. Investigators noted that existing gaps in oversight have led to situations where individuals were effectively confined despite being classified as voluntary patients. Furthermore, the committee recommended that Turkish authorities cease the detention of migrant families accompanied by children. These assessments followed visits to various psychiatric institutions, care facilities, immigration detention centers, and İmralı Prison. The government has provided formal responses to these observations, which were made public alongside the committee's detailed findings regarding the treatment of vulnerable populations within the country.
