Under these new guidelines, the chief justice is designated as the primary authority for organizing judicial rosters and selecting benches. Unlike the seniority-based committee system currently utilized by the Supreme Court, the FCC grants the chief justice full discretion to determine which judges preside over specific legal matters. The rules mandate that all appeals and petitions, including those originating from high court division benches, must be adjudicated by a panel of at least two judges appointed directly by the chief justice. These regulations, now accessible via the court's digital portal, prioritize the chief justice's role as the master of the roster, ensuring centralized control over the court's case management and judicial assignments.
