During a parliamentary session in the Dewan Rakyat, Deputy Minister in the Prime Minister’s Department M. Kulasegaran clarified that the Certificate in Legal Practice (CLP) examination does not utilize a quota system for successful candidates. He emphasized that students are evaluated strictly on their individual performance, requiring a minimum score of 40 in each subject to pass. This statement addressed concerns regarding the recent decline in success rates, as only 19 percent of the 826 candidates achieved a full pass in 2026, a slight decrease from the 21 percent recorded in 2025. The government maintains that these standards are necessary to ensure professional competency within the legal field, rejecting claims that external limitations influence the final results of the examination.
