The Hong Kong government intends to prolong its financial incentive program for newborns by three years to address declining birth rates. Official projections indicate that this extension will require approximately HK$2.3 billion in funding. As part of the proposal outlined in Chief Executive John Lee’s recent Policy Address, the government plans to increase cash handouts for families welcoming a second child. To support this initiative, authorities are seeking legislative approval for an additional HK$1.6 billion, which will supplement the remaining funds from the initial phase. The program is scheduled to continue until October 2029, with officials aiming to create a more supportive environment for young families. Meanwhile, some lawmakers have suggested implementing a lottery system for newborns to further encourage fertility.
