A government committee tasked with evaluating the intersection of Artificial Intelligence and India's copyright laws has effectively ceased operations. Established by the DPIIT in April 2025, the panel has not convened since June, and a promised second working paper remains unpublished months after its expected deadline. While the committee's initial report proposed a mandatory licensing system for AI training data, momentum has significantly declined. Members indicate that the government no longer prioritizes these discussions, leaving critical questions regarding the ownership and originality of AI-generated content unresolved. As policy efforts stagnate, the judiciary has begun addressing these challenges independently, exemplified by a recent Delhi High Court ruling involving OpenAI. Despite the lack of official progress or updated timelines from the DPIIT, the committee members note that the urgency surrounding AI regulation has diminished within administrative circles.
