Koshi Province Chief Minister Hikmat Kumar Karki has emphasized the necessity of refining the constitutional allocation of authority to improve the functionality of Nepal's federal system. During an inter-provincial conference, Karki described the existing power-sharing framework as "colour-blind," suggesting that the lack of clear distinctions between federal, provincial, and local jurisdictions hinders effective governance. He advocated for precise legal definitions to delineate these responsibilities. While acknowledging that coordination between different levels of government has faced significant delays, Karki argued that these challenges should be addressed through constructive dialogue and collaborative efforts rather than simple criticism. He noted that provincial leaders have consistently voiced these structural concerns in various national forums, highlighting the urgent need for a more transparent and functional division of power to ensure the federal model succeeds.
