The Saudi Ministry of Human Resources and Social Development’s Qiwa platform has announced a policy update regarding workers previously marked as absent or having interrupted their employment. Individuals in this category are now permitted to transfer to a new employer provided they have resided in the Kingdom for at least one year. Under these regulations, the incoming employer is responsible for settling any unpaid work permit fees associated with the employee. Furthermore, the platform specified that government personnel must finalize clearance via the Masar system before new contracts can be initiated. Exceptions to these transfer rules apply to individuals categorized as having made a final exit or those who left the country and failed to return according to their Absher or Muqeem status records.
