Authorities in Seoul twice dismissed preliminary inquiries regarding the 2019 death of a three-year-old girl, opting against launching a formal criminal investigation. Documents from the Seoul Seongbuk Police Station, recently referenced by Yonhap News Agency, reveal that the child's body displayed multiple bruises and traces of capsaicin in her bloodstream. Although a forensic examination by the National Forensic Service identified a head injury as a primary factor in her passing and explicitly stated that physical abuse could not be excluded, law enforcement officials closed the case on two separate occasions. The child, who was 44 months old, died on June 28, 2019. These findings have raised questions regarding the initial police handling of the evidence and the decision-making process that prevented a full criminal probe into the circumstances surrounding the toddler's death.
