During the Taipei Security Dialogue, Stanford scholar Oriana Skylar Mastro argued that Taiwan's current military buildup serves as a more effective signal to the United States than to China. While these efforts demonstrate Taipei's commitment to self-defense, Mastro noted that Chinese officials often dismiss these developments as irrelevant to their strategic calculations. Consequently, she suggested that Taiwan needs to refine its communication strategy to ensure its defense investments also influence Beijing's decision-making. National Chengchi University professor Chen Ping-Kuei echoed these sentiments, noting public skepticism regarding the deterrent effect on China. Additionally, Wolfgang Müller of the German Institute for Defence and Strategic Studies emphasized that Taiwan must enhance its resilience against potential isolation by securing critical infrastructure and supply chains, arguing that the ability to recover from disruptions is a vital component of national combat power.
