A mother has initiated legal action against the Japanese national government and Hyogo Prefecture after her 16-year-old daughter died following an 18-day period of police detention. The teenager, who worked in care, was never formally charged with any crime during her time in custody. According to the lawsuit, the girl stopped eating while detained and eventually passed away in December 2025, weighing only 20 kilograms. During the initial hearing at the Kobe District Court, both state and prefectural representatives requested that the case be dismissed. The mother is seeking accountability for the necessity and legal basis of the detention, expressing that she primarily desires an apology for the treatment of her daughter, who she maintains was innocent of any wrongdoing.
