Senator Francis Pangilinan has formally requested that the Philippine government consider declaring a national state of calamity. This appeal follows reports that the El Niño phenomenon is currently impacting five regions, causing significant disruption to local livelihoods and agricultural output. During a Senate budget hearing for the Department of Agriculture, Pangilinan highlighted projections indicating a potential loss of 700,000 metric tons of rice production in the latter half of 2027. The senator emphasized that persistent drought, intense heat, and water scarcity pose a severe threat to livestock, fisheries, and overall food security. According to the national weather bureau, these adverse climate conditions are expected to continue through the first half of 2027. Regions such as Cagayan Valley, Bicol, Calabarzon, and Soccsksargen have already reported substantial damage to their agricultural sectors.
