The International Atomic Energy Agency (IAEA) has formally referred Iran to the United Nations Security Council following a resolution passed by its board of governors. This decision, supported by 23 of the 35 member nations, marks the first such action in twenty years. The move follows Tehran's persistent failure to provide satisfactory explanations regarding uranium particles discovered at undeclared locations. While Western nations, including the United States, Britain, France, and Germany, pushed for the resolution, Russia, China, and Niger voted against it. Officials in the West suggest these findings might indicate a clandestine nuclear weapons initiative that existed prior to 2003. Conversely, Iranian authorities maintain that their nuclear activities are strictly for peaceful purposes and deny any intent to develop weaponry. This diplomatic escalation stems from ongoing noncompliance concerns that have been under review since mid-2025.
