The Kazakhstani Ministry of Labor and Social Protection is preparing to launch a pilot program for a needs-based social benefit system on January 1, 2027. Minister Askarbek Yertayev announced that the initiative will initially evaluate high-income individuals during January and February, followed by an assessment of wealthy citizens from February through April. To facilitate this transition, the government plans to finalize operational mechanisms by November and integrate the Digital Family Card with commercial banking systems in December. The ministry is currently conducting public outreach to clarify the objectives and implementation strategies of this reform. This new methodology aims to refine how family financial situations are evaluated when determining eligibility for state support, marking a shift toward more targeted social welfare distribution across the country.
