Initiated by CPN-UML Chief Whip Nita Ghatani and supported by several other lawmakers, the motion highlights a significant gap between constitutional guarantees of dignity and equality and the reality faced by women and girls. The proposal emphasizes that sexual crimes inflict lasting physical and psychological trauma on victims. Furthermore, it addresses the evolving threat posed by digital platforms, noting that cyberbullying and character assassination have become increasingly common, causing severe harm to the well-being of women. By introducing this resolution, the legislators aim to prompt stronger legislative and social action to protect citizens from these persistent forms of abuse and digital harassment.
