This declaration followed a visit to the province alongside Senator Lito Lapid, where the lawmakers observed the impact of prolonged inundation and assisted in the distribution of government relief supplies to displaced residents. Pangilinan emphasized that the legislative budget review process will serve as a platform to hold the DPWH accountable for its infrastructure planning. Both senators committed to advocating for a robust master plan specifically designed to mitigate the recurring water management issues faced by the region's communities.
