To ensure continuity, authorities have established a temporary manual procedure for those requiring these documents. Individuals must download the official form from the police website and submit it via email to clear.application@police.gov.lk, accompanied by copies of their National Identity Card and Passport. No fees are currently being collected for these requests. The Police Clearance Division at the Suhurupaya building in Battaramulla remains operational to manage these applications and print certificates during this period. Once the primary digital infrastructure is back online, applicants who utilized this interim method will be required to resubmit their documentation to finalize the process.
