The study emphasizes that when administrative boundaries fail to align with current economic and demographic conditions, the state faces difficulties in effective revenue collection, infrastructure development, and public resource allocation. To address these systemic issues, the analysis argues that institutional reform is essential to ensure that decision-making processes remain responsive and capable of managing the complexities of a modern, growing economy. Aligning administrative maps with contemporary realities is presented as a critical step for improving national performance and resilience against future challenges.
