Department of the Interior and Local Government Secretary Jonvic Remulla recently disclosed that a significant portion of former police officers, specifically those under 55, transition into organized crime after their dismissal. During a Senate budget hearing, Remulla highlighted the risks of rapidly filling police vacancies with unqualified candidates who possess law enforcement training. Addressing the shortage of 49,000 personnel, the secretary emphasized that the primary challenge lies in the low quality of applicants. Despite high interest due to competitive salaries, only 10 percent of general applicants meet the necessary standards. Furthermore, the Philippine National Police Academy maintains an extremely selective admission process, accepting only about 400 out of 55,000 annual applicants. Consequently, the department is prioritizing rigorous capacity building over hasty recruitment to ensure the integrity of the force.
