Vietnamese workers seeking employment abroad now spend an average of 4.5 months' wages, or VND117.8 million ($4,530), a 23.8% reduction since 2021. This data, from the National Statistics Office and IOM, indicates that while costs have fallen, they remain high, especially for those with lower education levels. Key destinations like Japan, South Korea, and Taiwan incur the highest expenses. Recruitment companies and brokers account for over half of these costs, with training and travel making up significant portions. Over half of these workers resort to borrowing funds to cover these fees. The government has implemented measures, including the 2020 Law on Vietnamese Guest Workers, which abolished brokerage fees for workers and capped service charges. An upcoming amendment further tightens regulations on non-service fees and imposes penalties for non-compliance, aiming to reduce financial burdens and enhance transparency for migrant workers.
