Much of the public apprehension stems from the NPR's utilization in Assam to facilitate the National Register of Citizens, a process requiring residents to verify their citizenship status. This controversy has often overshadowed the potential utility of a population register. According to the United Nations, a population register functions as a systematic, individualized data mechanism. It is designed to continuously record or link information about a country's residents, enabling authorities to maintain accurate, current statistics regarding the size and demographic attributes of the population at specific intervals. While the Census provides a snapshot of the nation, the NPR aims to offer a dynamic record-keeping framework for resident data.
